The prosecutor, presenting evidence, detailed Ruben's offending to the court.

The man conducted a "treat game" with the youngsters, the prosecutor stated, in which he would access the sleeping quarters when they were preparing to sleep and tell them to ingest treats "rapidly".

She informed the proceedings the defendant had played this game with the young males "over an extended period", and minors had previously fallen ill the subsequent day.

"Law enforcement" had not gone out by that time," she continued.

The oversight body, the police conduct office, had stated that it was examining law enforcement's management of the incident.
